Target Warmup (takes ~15 minutes)

0) Get your hands on the official warmup procedure at 
http://opsntsrv.acc.jlab.org/ops_docs/MCC_web_interface/interface_pages/operating_procedures.asp
1) Call mcc and tell them you want to warm up the target.
2) Slowly close the JT valves all the way over 5 minutes.
3) When mcc says so, open warm return valve (cool down valve) all the
way (10 is full open). This is NOT the "pre cool valve" EV9125, rather
it is EV9177.
4) Heaters off, fans off.
5) In Hall C, power off ITCs, heater ps (the power 10s), JT controllers,
and unplug all 3 fan controllers.
6) Isolate ballast tanks.
