After discussion, an amended version of this proposal (text attached) was circulated to the full collaboration meeting and discussed in the working groups on Friday 19 July 1996. In brief, the proposal was that 1) at least one full sector of CLAS be in operation for the November run. 2) installation be suspended several weeks in advance of the run, to allow cabling, electronics, DAQ, etc. to be tested using cosmic rays. There was concern that an excessively long cosmic-ray tuneup period in October-November 1996 would make it impossible to complete the installation of the full system by February 1997.
