I agree with Rob on keeping dc/ routines dealing with cable delay (t0),
geom. and xvst in the dc/ packages. If we really dislike common blocks,
we can create BOS banks instead. Some of the tcl control variables, such
as dc_trig_time, can be reorganized and/or moved to trk/ package.
