DEVELOPMENT -> release-1-9
DEV_OLD -> release-1-8
PRODUCTION -> release-1-7
Note that PRODUCTION still points to release-1-7. I've decided to do
that since there is some evidence that at the user_ana in that release
produces sensible results, at least on the suns.
There is _still_ no debug version of ced on the suns.
One adjustment was made to get a successful build:
o cms/link.mk: Backed up to revision 1.31. New version searches for
library libdl.a which does not exist on HP or AIX. This had to be
done for release-1-8 also.
