DCGM and DCGW banks

I just checked in changes so that the Drift Chamber geometry information
is stored in the JW bos array, using the Bos Banks DCGM, DCGW and DGEO as
opposed to the large common blocks. In addition, now when geometrical
offsets for the chambers are used, ALL appropriate parameters are changed,
not just the wire positions and directions.
Updates of the dc and trk packages will be necessary to use this. If you
get an error message stating that any of the DCGW, DCGM or DGEO banks
cannot be created, first check to make sure the space allocated to the JW
bos array is large enough ( > 800000 words).
