Cleaned up begin run logic. This is a major change in the algorithm.
Now, begin routines will only be called when the first data event
after a change of run is detected. Implications for online recsis not
fully tested yet. The previous version of this routine was calling the
begin of run sequence twice, once at the begin run record and once at
the change of run number. These in general do not happen on the same
record. This was causing buggy behavior.
