I commit few changes in tracking and SEB.
- First I move TRKS into seb/fill_trks.F and comment out
crating that in trk/trk_fill_banks_per_sector.F.
- I change recalculation of start time in the trk_dcam.F
after it was read from TRKS. It now corrects on time difference
between electron SC paddel and DC sector. (Before it had
different correction for tracks in the same event).
