i have modified some of the make files in the recsis cms
area to incorporate the software upgrades for the online
version of recsis. 'regular' offline users of recsis on the
sun, hp, and aix platforms should see no changes at all. users
of other platforms may want to read on.
i have created a variable LNKCMD which should behave exactly
as the previous FC command defined in the flags.os.mk files.
this will separate the commands for compiling and linking which
we had to do for the online recsis. i have modified the flags.os.mk
files in the jlab repository to reflect this change.
