DEVELOPMENT code will be tested - at the very least compilable into a
development library, howver we cannot test every contingency,
and so people should be aware as to what is going on so if they
have a problem they can do something about it. For a concrete
example: if you have successfuly compiled recsis with the mapmanager
at your site and you try to use it you may get error messages because
you do not have the map files in $CLAS_PARMS/Maps.

The TCL variable is good thing - suppose somebody calls me up and
complains that their data is corrupted and are blaming it on the
Map, we can turn off the Map and see what happens.
The switch is invaluble in debugging
(there are many switches in recsis like it) - I need
it to write good code - in time, it will go away.

Also, nobody is suggesting the PRODUCTION version will not be well
tested and working on every system, it is the DEVELOPMENT version
that the librarian is trying to compile that may have problems and I
am trying to minimize them.

Finally, If you are suggesting my first message was inappropriate
for the off-line software list I completely dissagree - we need to
keep people aware of major changes in the software - that is why
I thought we invented the list.
