celeg in the software repository

To the offliners:

Celeg is now in the standard CVS repository, and should be built in the
next development release. I have been able to build it on Sun, HP, and
AIX machines (I don't have a Linux machine handy). The main change I've
made is to move all of the source files into the main celeg directory,
to allow me to use the standard make package.

That said, I'm still having trouble with it. It's not building properly
on AIX and HP; I'm retreating back to the old Makefile for the time
being (but with the new directory structure). It's ugly, but it works.

A caveat: I have noticed discrepancies in the output celeg produces on
the three platforms. Most of this is due to roundoff error (.956706E-01
vs. .956707E-01, for instance), but some of the time it's much more
severe. Because the HP and the Sun are producing identical output
(modulo the aforementioned roundoff errors and some formatting
disagreements between the two fortran compilers), I will claim that they
are correct, and that the AIX version is flaky (i.e., "not recommended
for consumption").

I'll study this more and report back when I get it fixed.
