The new tagger GUI can be run only from a jlab machine. It has the same
functionality as the adml.tk interface, as well as controls for the E-T
coincidence unit, E-counter threshold voltage, and Prescale.

The executable is ~dugger/tagger.tk

More than one person can run the GUI, however, only one interface will
send the commands to the VME module (The others will send errors to the
expect screen).
