On-line PHOTON monitoring packages

Dear photonists,
as planned in Monday meeting, we created and checked -in a new
monitoring package including both TAGGER and DSD.
We created new routines (photon_*) that read TAGE, TAGT, DSPS, DSPC and
DSTC bos banks, book and fill histograms. We added in output file a paw
subdirectory (PHOTON) containing populations and spectra. Executable too
(monitor on clonxx machine) was commited so you can try to run and test
it.
We are still working to change pedestal readout according to new
Vartan's format.
We leaved untouched Longhi's tag_* routines (TAG paw directory) that
read raw data andcan be used during commissioning period.
To dispaly histo in the common paw frame we also wrote some kumac files
and modified clas.kumac to include tagger and dsd monitoring.
