A boring message containing information about the radphi experiment coordinate
system and positions of components along the z axis.

X is horizontal, with beam left as positive X. Y is vertical, with up as
positive Y. Z is the in the direction of beam flow.

X=0, Y=0 is defined to be the nominal beam axis. Z=0 is the upstream face of
the target in its nominal position. Distances below are in cm, all have
uncertainties of <~.5 cm.
