APPOINTMENT OF ASSOCIATE DIRECTOR
OFFICE OF HIGH ENERGY AND NUCLEAR PHYSICS

I am pleased to announce the appointment of Dr. S. Peter Rosen as
Associate Director for High Energy and Nuclear Physics (HENP). He
will join us in January 1997. Dr. Rosen's appointment culminates an
extensive search committee process to ensure that the most qualified
available candidates were identified and considered for the position.

I believe it is essential that the HENP program have a permanent
leader. Professor Rosen is a dedicated and articulate individual who
is well versed in both high energy and nuclear physics, and he is a
respected scholar with an international reputation in both these
fields. His vision for HENP is based upon almost forty years of
experience in research, teaching, and management in universities,
national laboratories, and funding agencies. His commitment to the
High Energy and Nuclear Physics program stems from his firm belief
that leadership in the fundamental fields of science is a key
contributor to our economic well-being and national security.

I am enthusiastic about Professor Rosen joining my senior staff. I
know he will bring a visionary and positive impact to our programs and
will receive your support as we move forward with the High Energy and
Nuclear Physics program. This Energy Research program funds the
majority of the Federal R&D efforts for high energy physics and
nuclear physics at the national laboratories, universities, and
private institutions.

I would like to take this opportunity to thank publicly and give credit
to Dr. John O'Fallon for the superb job he has done for Energy Research
while serving as the Acting Associate Director. He is a respected and
dedicated leader, and deserves our admiration and appreciation for
assuming the duties of HENP Associate Director during this interim
period. I thank him for serving the needs of HENP and Energy Research,
and will continue to rely on his leadership and contribution in
sustaining the health and well-being of the Energy Research programs.
