A post-submission Working-Group review of Zilu Zhou's proposal on
delta electroexcitation is underway. If the proposal passes the
review, it will be accepted retroactively as a Hall A Collaboration
Proposal (before the PAC presentation.)
The proposal can be picked up via anonymous FTP (from within a web
browser)

A review panel has been put together and are hard at work looking at
the proposal, but we welcome comments from all Collaboration members.
Please send your comments on whether this should be a Collaboration
proposal to me ... if they also contain constructive criticism which
could be useful for the presentation, please forward a copy to Zilu
(zzhou@mitlns.mit.edu). Send them ASAP since a decision should be
taken by Wednesday afternoon.
Please note that this PAC cycle is the last one in which such
post-submission reviews will take place. In the future, proposals
submitted after the stated deadline will have to wait until the next
PAC cycle to be reviewed by the working group.
