few-body collaboration proposals

Dear Colleagues,

There will be at least one few-body Hall A Collaboration proposal
in this PAC cycle. What follows is a proposal-review mechanism worked
out by several of us here (at CEBAF, not at Georgia ...)

People who would like to submit few-body proposals as Collaboration
proposals are asked to submit a description (postscript file(s)) of
the proposed research to me at this email address. I will announce
the arrival of this document on the few-body working group web site:

Please submit these documents as soon as possible.

People who would like to look at the proposal are asked to contact me
via email and I will send the document to them. I do this instead of
simply making it available on the web site, since some people had
concerns about making proposals _completely_ public. By the way, the
proposals submitted to the working group need not be the final
product, but they should contain enough detail to allow readers to
understand and assess what's being proposed.

Readers who have comments on proposals should forward these comments
to the authors of the proposals. They should also send me a very
brief email saying they've read it and that it's OK except for minor
comments, or whatever. I'd like to have this information to help
evaluate the review process as well as to give the CC an idea of how
things worked.

In the case that some reviewer has serious issues with a proposal, and
this cannot be resolved between reviewer and proposer, please contact
me. In this case, we would likely need to have a real meeting to
decide whether the complaint is serious enough to stop submission as a
collaboration proposal.

The review should close in time to give proposers a chance to work in
suggestions, so I think a closing date of June 21st for reviewer
comments sounds right.

I am willing to make a few-body mailing list here on this machine for
people who would like to be notified of further developments (e.g. the
arrival of a proposal.) Send me mail if you'd like to be on this
list.

After review, I will make a report of decisions and comments to the
CC. The CC (according to the minutes) will schedule dry run
presentations later in the summer.
