Roy Whitney has issued the Call for Proposals to the JLab PAC.
Proposals are due by 18 December.
I remind you that in order for a proposal to become a Hall A
Collaboration Proposal, the proposal must be approved by the
appropriate Hall A Physics Working Group. In order to allow
sufficient time for review by the working groups, proposals must be
received by the working groups no later than 04 December.
Please send the proposal to the appropriate Working-Group Convenor.
In case no working group seems appropriate, please send it to one of
the CC members and we will make arrangements. Also, there is a great
potential for physics overlap between groups; when in doubt, please
send it to all appropriate groups.

I apologize to any groups that have been omitted. The above list was
culled from groups which held sessions at the recent Collaboration
Meeting. Missing groups should send a call for proposal review to
halla@cebaf.gov. Also, note that there is not yet an entry for the
Short-Range Correlations Working Group. It is not "formally" a
working group, but judging from the turnout at the recent
collaboration meeting, it is one in practice. I expect it will become
"official" at the next Collaboration meeting.

What is a Hall A Collaboration Proposal?
========================================
A Hall A Collaboration Proposal is one which is supported by the
Collaboration, and as such automatically satisfies the manpower
criterion examined by the PAC. Such proposals also are committed to
open participation by any member of the Collaboration. Participation
may be subject to meeting some threshold level of particpation, as
long as this level is fairly applied.
A proposal to run an experiment in Hall A is _not required_ to be a
Hall A Collaboration Proposal. Non-collaboration proposals will be
required to demonstrate sufficient resources to mount the experiment.
