For this PAC, I was asked by Jeff Templon to review and act
as arbiter for the proposal which he is submitting. Normally,
Jeff himself would act in this role, but removed himself from
consideration due to obvious conflict of interest considerations.
In addition to myself, the other collaboration members who have
taken an active role in the review process are Adam Sarty,
Marty Epstein, Ron Gilman, and David Rowntree. My thanks to
these people for their time and effort.
First of all, most the reviewers recommended approval of the proposal
as a Hall A collaboration experiment even prior to the
changes that were made in going from the initial version sent out
to the final version.
Second, I think that Jeff has done a good job in trying to address
the concerns that were raised.
Therefore, I recommend that this experiment go forward as a
Hall A Collaboration Proposal to PAC 13.
As an aside, I would like to mention that this review process went
moderately smoothly (despite the JLab 19th century approach to
MIME capabilities as Jeff pointed out !!). The point is that
it resulted in a much better proposal which should have much better
chances in front of the PAC. I endorse strongly this procedure
for the future, and hope that the trend will continue.
