Just a comment (implementation detail) on cdev Tag Management.
I also like solution 5 (soln 2 and 4 combo) with the option of
it being pure solution 2 if a tag file does not exist (which
perhaps was intended). The constructor for cdevGlobalTagTable
will used the compiled-in tag list if the file does not exist...
