Development environment on hlasrv

At the pod meeting, I told everyone I'd answer two questions
about the environment on hlasrv:

1) What about setting $HLAIOCS so that you can run linkmaker
   on hlasrv?
We don't do this on any computers other then development
machines now, so we aren't going to add this new
   functionality.
2) Is there a ~mccops directory?
Yes, and it is the directory /usr/hlauser/opshome. When
you want to refer to the "home directory for operations",
however, please use the path /cs/opshome instead. Our goal
for every ACE computer (include CHL, FEL, etc) is to
eliminate the usage of ~mccops in scripts and files. Right
now on any machine we manage, /cs/opshome already points to
the right place, so you can start using it now and it will
continue to work in the future.
