Ability to switch to alarms and/or batman is ready

The ability to switch user to alarms and/or batman has been implemented
on the OPS cluster:

Here is how to do it...

1. login to an OPS cluster machine - i.e. opfb1
    slogin opfb1
2. which iam
     (should return /usr/csite/pubtools/bin/iam)
3. iam batman
     (observe setups being done)
4. confirm you are in fact batman using the commands
     id
     groups

Works the same for iam alarms
iam "batman" and iam "alarms" works as well

NOTE - user alarms CANNOT do iam batman, and user batman CANNOT do iam
alarms.

I will propagate the iam wrapper script to other fiefdoms tomorrow
(04/27).
