new production version, rel-2-12

I have built a new tagged release, rel-2-12 on the CUE under Linux and 
Sun and an online version on the clons in the standard location. I 
contains the errors I posted, therefore there is no version of pms_gui, 
pev or psim_digitize built. It reflects the state of the code as of 
00:00 UTC, August 30.

The links have been moved to identify this as the production version.

There will no doubt be some adjustments to this tag in the near future, 
but for now it provides a complete set of libraries of relatively recent 
vintage.
