301.06 Traffic & Parking Management

POLICY

  1. GENERAL

    This policy establishes a traffic and parking management code for operation of motor vehicles, including golf carts, bicycles and other modes of transportation at Jefferson Lab and applies to all employees, users, and contractors assigned, employed, or visiting the laboratory.

  2. TRAFFIC CODE

    The Traffic Code outlines traffic and parking regulations for Jefferson Lab and establishes consequences for violations of the regulation.

PROCEDURE

  1. TRAFFIC STOPS, SIGNALS, AND OTHER MARKINGS
    1. Obedience to and required traffic control devices
      1. The driver of any vehicle shall obey the instructions of official traffic control signs and devices, unless otherwise directed by JLab Security Officers, subject to the exceptions granted the driver of an authorized emergency vehicle.
      2. No provisions of this policy, for which official traffic control devices are required, shall be enforced against an alleged violator if, at the time and place of the alleged violation, an official device is not in proper position and sufficiently visible.
      3. Whenever official traffic control devices are placed in position, such devices shall be presumed to have been placed by an official act or direction of lawful authority.
    2. Prohibited Traffic Signs, Signals, Markings or Devices

      No person shall place, maintain or display upon or in view of any roadway or parking lot any unauthorized sign, signal, marking or device which purports to be an imitation of an official traffic control device or signal.

    3. Interference with Official Traffic Control Devices, Signs or Signals

      No person shall, without lawful authority, attempt to alter, deface, injure, knock down or remove any official traffic control device, sign, signal and/or inscription, shield or insignia.

  2. RIDING, STOPPING AND PARKING
    1. Riding, Stopping or Parking in Prohibited Places
      1. The entire JLab property site shall be designated a "No Passing Zone". Any passing of a moving motorized vehicle is prohibited. Bicycles may be passed when moving at less than the normal speed of traffic. Bicycles may not pass vehicles stopped at traffic control signs and/or gates.
      2. No person shall stop or park a vehicle off the paved areas, or on any seeded or unimproved areas, or on JLab property, except when necessary to avoid conflict with other traffic, or in compliance with the direction of JLab Security Officers or traffic control devices and where appropriate parking is designated.
      3. Vehicles shall be parked in marked parking places within the lines painted for that purpose. Automobiles will not park in areas designated for motorcycles. Motorcycles can park in either designated motorcycle parking or automobile designated parking.
      4. No person shall park overtime in an area displaying timed parking signs.
      5. When parked in a driveway, no vehicle will block any portion of a sidewalk.
      6. Towing of personal vehicles, including but not limited to trailers and similar recreational vehicles, is not allowed on JLab property. Personal vehicles are not to be stored on JLab property while the individual is away unless prior arrangements have been made and a key is left with Security personnel.
      7. No vehicle will be parked closer than 15 feet in any direction to a fire hydrant unless it is designated (lines painted) for that purpose.
      8. No vehicle will be parked closer than 25 feet to any building, except for the purpose of loading or unloading cargo unless it is designated (lines painted) for that purpose.
      9. No vehicle will be parked at any building, in front of overhead doors, or in any other area which would block or delay fire equipment. Fuel servicing vehicles must be parked at least 25 feet apart to provide access to fire control purposes. Fuel servicing vehicles will not be parked within 100 feet of any structure except for refueling purposes.
      10. Bicycles and golf carts will not be ridden or driven on sidewalks anywhere on the JLab site except for direct access to existing charging stations or bicycle racks.
      11. Bicyclists shall ride as safely as practicable to the right curb or edge of roadway, except when preparing to turn left.
    2. Unregistered and Non-operational Vehicles are Prohibited

      All vehicles on Jefferson Lab property must have current U.S. Government, Commonwealth of Virginia or other state registration, inspections.

  3. SPEED CONTROL

    Vehicle operators are required to adhere to posted speed limits for all areas of the property.

    FLEEING OR ATTEMPTING TO ELUDE JLAB SECURITY OFFICERS

    It is a violation of this policy for the driver of a motor vehicle to willfully fail to bring his/her vehicle to a stop or to otherwise flee or attempt to elude a pursuing JLab Security Officer, or marked JLab Security vehicle which is displaying visual and/or audible signals. JLab Security personnel operating such vehicles shall be in uniform, prominently displaying the security logo, and the vehicle shall be properly marked showing it to be a JLab security vehicle.

  4. TRAFFIC AND PARKING VIOLATIONS
    1. Persons driving a motor vehicle in a manner to endanger oneself, others, or property, including excessive speeding, are subject to having their JLab driving privileges suspended immediately.
    2. Moving traffic violations, including speeding, will be addressed in the following progressive disciplinary process:
      1. First violation: Formal Counseling.
        Second violation in a 12 month period: Written Warning and suspension of driving privileges on-site for 30 days for users and staff.
      2. Third violation in a 12 month period: Final Warning; suspension of on-site driving privileges for 90 days and completion of a JLab-approved driver safety course prior to reactivation.

        For all offenses the supervisor (for Lab staff) or sponsor (for users) shall be notified. Non-moving violations will be addressed on the circumstances of each event and appropriate action taken in accordance with Lab policy.
      JLab Security Staff are to notify Human Resources and the individual’s supervisor of all violations. The supervisor or sponsor is responsible for taking the appropriate action. Non-compliant JLab individuals will receive an oral counseling from their supervisor or sponsor when they become aware of the initial violation. Further violation will follow normal progressive disciplinary process appropriate to the circumstances.
