As Contracting Officer/Business Manager for the TJSO Site Office, Mr. Skinner has the following responsibilities.
- Serve as Contracting Officer for the Department of Energy's contract with the Southeastern Universities Research Association for the management and operation of the Thomas Jefferson National Accelerator Facility (Jefferson Lab)
- Coordinate development and implementation of the Jefferson Lab Performance Evaluation Plan/Performance Metrics
- Serve as Business Manager for the TJNAF Site Office.
Responsibilities include:
- Manage the business management functions of the TJNAF Site Office
- Oversee and evaluate the business management functions at JeffersonLab
- Support the Technology Transfer and Work-for-Others Program at Jefferson Lab.
- Serve as the DOE representative under the Memorandum of Agreement between the Space and Naval Warfare Systems Command of the U.S. Department of Navy and the Oak Ridge Operations Office for the development of the Infrared Free Electron Laser at Jefferson Lab.
Experience:
- 20 1/2 years with the Federal Government:
- 12 years with the U.S. Department of Energy as the TJNAF Contracting Officer/Business Manager
- 1 year with the congressionally mandated Acquisition Law Advisory Panel as special assistant to the Commandant of the Defense Systems Management
- 6 1/2 years with the U.S. Department of Navy in Washington, D.C.
Assignments included the following:
- Procurement Analyst for the Assistant Secretary of the Navy (Research, Development & Acquisition)
- Director of the Major Programs Division at the Naval Regional Contracting Center
- Systems Acquisition Branch Head at the Naval Regional Contracting Center
- Procurement Analyst at the Naval Supply Systems Command
- Contracting Officer at the Naval Regional Contracting Center
- Contract Specialist at the Naval Regional Contracting Center
- 1 1/4 years with private industry working for Newport News Shipbuilding as a Logistic Analyst
