This workshop is the third in a series of Jefferson Laboratory
workshops on Physics Opportunities and Instrumentation with 8-12 GeV
Electron Beams. The focus of this third workshop is to initiate a
Conceptual Design Report for the JLab Higher Energy upgrade related
to Physics in Halls A, B, and C. The workshop will largely consist
of parallel sessions on the primary physics topics that drive an
upgrade to 12 GeV electron energy. Smaller workshops are expected
to follow later in the spring to concentrate on individual physics
proposals, to be presented at the June 2000 JLab Users Meeting.
