Director's Safety Council
Charter:
The purpose of the Director's Safety Council is to review and to take responsibility for the structure and performance of Environmental, Safety, Health and Quality (ESH&Q) related efforts at Jefferson Lab.
This Council is an integral part of Jefferson Lab's commitment to safety and quality as defined by the Lab's Contractor Assurance System (CAS), especially its Integrated Safety Management (ISM) and Quality Assurance (QA) programs.
The Council is established by the Laboratory Director, and the Director has designated the following members:
- Director
- Deputy Director Science and Technology
- Chief Financial Officer
- Chief Information Officer
- Associate Director, Accelerator
- Associate Director, Experimental Physics
- Associate Director, Free Electron Laser
- Director, 12 GeV Project Office
- Theory Center Director
- Associate Director, ESH&Q
- Human Resources Manager
- Project Manager and Integration Manager
- Engineering Manager
- Facilities and Logistics Manager
- Worker Safety Committee Chairperson
- Users Group Board of Directors Chair
The Council will meet no less frequently than quarterly. Meetings will be chaired by the AD, ESH&Q.
The Council has the following roles and responsibilities:
- Develop a proactive posture with respect to laboratory wide ESH&Q performance
- Monitor ESH&Q performance measures of laboratory
- Evaluate the results of analysis of ESH&Q data collected across the lab. Discuss trends and actions to be identified and tracked
- Evaluate the status of contractual performance measures presented by ESH&Q personnel. Actions will be identified and tracked
- Review significant work and safety management issues; these issues may be selected by the Council or may include items requested by Laboratory committees, departments, or other organizations.
- Monitor ESH&Q performance against Divisional Objectives
- Monitor communications with external entities (non-DOE) entities regarding Jefferson Lab's ESH&Q performance
- Review status of corrective action taken in response to significant events or assessment
