1.0            Purpose

 

The purpose of the Jefferson Lab Environment, Safety, & Health (ES&H) Manual is to provide clear and uniform ES&H policies and procedures to Jefferson Lab staff, users, and visitors, enabling them to effectively implement sound work practices in support of Jefferson Lab’s mission.

 

2.0            Scope

 

This manual contains management policies and procedures that define Jefferson Lab’s commitment to environmental protection, and worker safety and health.  It is consistent with applicable Federal, State, and local laws and regulations and Jefferson Science Associates, LLC’s (JSA’s) contractual obligations.  It addresses identified hazards and issues that have been deemed applicable to Jefferson Lab (See ES&H Manual 2410-T1 Hazard Issues List).

 

For clarity and consistency, ES&H Manual chapters shall outline relative laboratory policy and associated appendices shall define laboratory procedures.  Drawing on diverse resources within and outside Jefferson Lab, this manual contains both a description of established ES&H policies and the appropriate job-related procedures commonly needed to implement work practices that are sound with respect to safety, and health protection of both workers and the environment of Jefferson Lab.

 

3.0            Use

 

The ES&H Manual is approved by the Laboratory Director and his designees for use by laboratory staff, users, and visitors.  By reference, it also applies to subcontractor activities relevant to Jefferson Lab including any managed buildings, and, by agreement, tenant-occupied spaces.

 

This manual is the primary policy and procedure document for all staff to use in fulfilling their ES&H responsibilities.  Jefferson Lab staff adheres to these policies and procedures without exception.
