Appendix R1 Spill/Release
Response Procedures |

1.0
Process
Take the following steps immediately in the event of a spill or release of an Environmentally Harmful Material (EHM) (i.e., hazardous material, oil, or other chemical). If you can, without endangering yourself or others, stop the release.
If you are not trained in handling an EHM spill
1. Warn others in the area of the hazard.
2. Evacuate the area as necessary, note the release size and location. Be aware of the wind direction and move up
wind of the release. [Use the guidelines
in the Emergency Response Guidebook if available, or, if in doubt, maintain a
minimum distance of 150 feet upwind from the release.]
3. If there are injuries or immediate off site expertise is needed,
call 911.
4. Call ext. 4444 immediately and provide the following information:
·
location of spill
·
approximate quantity and
identity of chemical or other product and if Chemical Assistance Team support
is needed
·
other hazards and
emergency conditions (traffic or personnel concerns)
NOTE: Security staff answering the 4444 call will notify the Facilities
Management Director, the Facility Manager, and Jefferson Lab emergency response
staff to respond to the situation/emergency.
Facilities Management and Security staff will set up traffic control
points, cordon off the problem area, and prevent unauthorized entry to the area
of concern.
If surface water or the sewer system has been affected, the Facility Manager will ensure information is promptly relayed to the Department of Energy (DOE) and the appropriate regulatory authority.
5. If within the Accelerator Site fence, contact the on-duty Crew
Chief at ext. 7050.
6. Notify the respective line manager (or your supervisor if unsure of whom to contact).
7. Meet the responders at a safe distance from the release and direct
them to it. Provide the appropriate Material Safety
Data Sheet (MSDS) for their use, if possible.
If you are trained
in handling the EHM spill or
release

6. If within the Accelerator Site fence, contact the on-duty Crew Chief at ext. 7050.
7. Take the following actions only if they can be completed safely.
·
shut down equipment
·
close valves to isolate a
leak in a line
·
upright leaking drums or
containers
·
plug a leak using a peg,
tape, etc.
·
block floor drains, storm
drains, ditches, or stormwater drainage channels
·
construct a dike to contain
the material using sorbents, booms, or soil
·
apply appropriate sorbent
8. Notify the respective line manager (or your supervisor if unsure of whom to contact).
9. Visually inspect the spill site to obtain enough information to
describe the situation to contacted personnel or other responders. Be alert and keep clear if hazardous
chemicals may be involved. At a minimum,
gather the following information:
·
spill material (e.g., used
oil, diesel fuel, name of the chemical)
·
quantity estimate (or surface
covered or rate of flow)
·
location and direction of
spill flow
·
people involved, injuries
·
any other relevant
information
·
other hazards
10. Meet the responders at a safe distance from the release and
provide responders with an MSDS, if
possible.

If applicable, or upon request by the Facility Manager, the line manager, with assistance from ESH&Q staff, will initiate an Incident/Injury Investigation (ES&H Manual 5200 Appendix T2 Notable Event Worksheet).
