Introduction

 

Hazardous materials are sometimes used at Jefferson Lab—for example, strong acids are used to surface prep the superconducting cavities.

 

Jefferson Lab personnel are trained to identify situations which pose imminent hazards to people or the environment.  Effective hazard response includes operational characterization, assessment, effluent monitoring and surveillance which in the case of oil or chemical spills requires specially trained responders.

 

To help minimize injury and damage from an accidental spill of hazardous material, Jefferson Lab’s Chemical Assistance Team provides quick response to an incident. The team is made up of volunteers from around the laboratory; they are trained to recognize hazards and secure the area, emphasizing victim assistance.

 

In the event of an oil or chemical spill, call ext. 4444 for assistance.

Charter

 

The Jefferson Lab Chemical Assistance Team

·       Takes defensive action to minimize injury, property damage, and environmental damage in the event of a hazardous material spill at Jefferson Lab. Actions taken are consistent with training, equipment, and personal safety.

·       Promotes the safe storage and use of hazardous materials.

 

Minimizes the impact of a spill by:

o   Maintaining sufficient on-site supplies of spill cleanup equipment and material to control reasonably anticipated spills of commonly used hazardous materials.

o   Identifying and implementing defensive actions at the scene of a hazardous material spill to minimize further injury or property or environmental damage.

o   Identifying appropriate public emergency services and private contractor resources to assist in spill control and cleanup.

o   Assisting ESH&Q staff in conducting investigations of chemical spills.

o   Securing and maintaining appropriate training and equipment for team members to effectively and safely mitigate identified spill hazards.

 

Promotes safe management of hazardous materials by:

o   Being a source of information about:

§  Hazardous chemicals

§  Spill prevention

§  Spill detection

§  Cleanup techniques and procedures

§  Organizations having expertise in spill recovery

§  Victim decontamination

o   Maintaining an awareness of hazardous chemicals on site, including location and quantity.

o   Maintaining a record of team activities, training, and equipment.

o   Maintaining contact with public emergency services and private contractors.

 

Team members are authorized to:

o   Assume command at the scene of hazardous material spills in coordination with Jefferson Lab emergency management staff and public emergency services personnel.

o   Contact public emergency services and private contractors under contract to Jefferson Lab when their assistance is required to regain control at the site of a chemical spill.

o   Assist ESH&Q staff in reviewing and constructively critiquing plans and designs for chemical processes and operations at Jefferson Lab.

 

Membership:

o   All members are Jefferson Lab staff who have volunteered to perform this service.

o   Each member serves with the permission of his/her associate director.

o   Members represent all divisions and reflect a good cross section of technical expertise.

o   Acceptance for membership is subject to the needs of the team, medical qualifications, and coordination by the team leader.

o   Organization

o   The Accelerator Division Accelerator Development Department oversees the team and provides required resources.

o   A team leader is appointed by the Accelerator Division Industrial Hygienist, in consultation with the ESH&Q officers of each division, and with approval of the person’s supervisor.

 

Training and Certification

o   The team leader develops and administers a training program for team members consistent with direction provided by line management.

o   Minimum requirement for team membership is the 8-hour first responder training consistent with OSHA HAZWOPER requirements.
