Procurement Requirements Related to

Overhead & Mobile Cranes, Hoists, and Rigging

 

1.0           Purpose

All procurements or leases and related repair and maintenance services for overhead and mobile cranes, hoists, and rigging, contracted equipment, subcontracted services, follow the minimum procedure provided in Chapter 6140, Appendix T2: Procurement of Material Handling Equipment. 

Additional requirements for the procurement lease or maintenance of overhead and mobile cranes, hoists, and rigging are outlined in this document.

2.0           Scope

This document is performed in coordination with chapters 6140, Material Handling Equipment Program and 6141, Material Handling Equipment: Rigging, Cranes, and Hoists.

3.0           Responsibilities

Note:   Management authority may be delegated to a task-qualified TJNAF employee at the discretion of the responsible manager.

3.1            Requisitioner

·       Implement the requirements of ES&H Manual Chapter 6140 Appendix T2 Procurement of Material Handling Equipment.

·       Create a Purchase Request for the purchase of material handling slings, hardware and rental of cranes and man lifts. In the POA section of the requisition use Proj and Org codes appropriate for the work followed by one of these Account codes:

o   043-028 for the purchase new equipment such as; chain hoists, lever hoists, slings, rigging hardware and BTHLD’s

o   049-024 for the repair of material handling equipment

o   052-002 for the rental of mobile cranes, material handling equipment and man lifts

3.2            Material Handling Manager (MHM)

·       Reviews Purchase Requisitions for compliance with JLab, OSHA and ANSI requirements.

·       Receives and approves Material Handling Lift Plans submitted by subcontractors.

·       Coordinates inspection of Lift Plan execution on the day of a mobile crane lift or subcontractor lift using a JLab crane. 

4.0           Procedure

4.1            Rigging Equipment Requisitions and Purchase Orders

All rigging equipment shall comply with the following statements:

·       Rigging equipment must meet the safety requirements of OSHA and ANSI.

·       Wire rope slings must be accompanied by proof of load test certification.

 

4.2            Rental or Subcontractor provided Cranes/Hoists and Rigging

Requisitions and Purchase Orders should state the following:

·       JSA/Jefferson Lab requires assurance that the equipment meets the requirements of OSHA, and ANSI, safety standards prior to operation on site.

·       A Jefferson Lab (JLab) Material Handling Lift Plan must be submitted to the JLab Material Handling Manager (MHM) for approval several days prior to the scheduled lift date. In the lift plan the subcontractor is to identify rigging equipment and the rigging configuration needed to accomplish the required lift. Rigging equipment and hardware must meet the requirements of OSHA and ANSI standards. On the day of the lift the MHM will inspect rigging, crane inspection certificate, crane operators training credentials, rigger qualifications and signal person qualifications for conformance with OSHA and ANSI criteria prior to the commencement of the lift.

 

4.3            Construction Subcontractors operating Jefferson Lab Cranes

Requisitions and Purchase Orders must specify the following:

·       Subcontractor may be approved to operate Jefferson Lab cranes to accomplish work required. The subcontractors’ crane operator(s) must possess proof of training meets the operator qualifications of OSHA and ANSI.

·       A Jefferson Lab (JLab) Material Handling Lift Plan must be submitted to the JLab Material Handling Manager (MHM) for approval several days prior to the scheduled lift date. In the lift plan the subcontractor is to identify rigging equipment and the rigging configuration needed to accomplish the required lift. Rigging equipment and hardware must meet the requirements of OSHA and ANSI standards. On the day of the lift the MHM will inspect rigging, crane operators training credentials, rigger qualifications and signal person qualifications for conformance with OSHA and ANSI criteria prior to the commencement of the lift.” “Subcontractor crane operator(s) and rigger(s) must attend a work area specific safety orientation prior to being authorized to operate any Jefferson Lab cranes. The crane operator’s skill will be observed by the MHM to conclude the approval to operate.

·       Subcontractor will provide proof of liability insurance.

·       Subcontractor will provide their own rigging equipment.
