Procurement Requirements Related to Lead

 

 

1.0           Purpose

Procurement of material or equipment containing lead follows the procedure provided in ES&H Manual Chapter ES&H Manual Chapter 6610 Appendix T2 Chemical Requisitioning and Receiving. 

Procurement of subcontracted services involving lead follows:

·       The minimum requirements of ES&H Manual Chapter 3420 Appendix T2 Mitigation Requirements for Hazard Issues involving Service and Construction Procurements.

·       This appendix.

2.0           Scope

The process steps for this procedure are coordinated with ES&H Manual Chapter 6680 Lead Handling Program, and ES&H Manual Chapter 6610 Chemical Hygiene, and ES&H Manual Chapter 3420 ES&H Aspects of Procurements.

3.0           Responsibilities

Note:   Management authority may be delegated to a task-qualified TJNAF employee at the discretion of the responsible manager.

3.1            Requisitioner

·       Implement the requirements of ES&H Manual Chapter ES&H Manual Chapter 6610 Appendix T2 Chemical Requisitioning and Receiving or ES&H Manual Chapter 3420 Appendix T2 Mitigation Requirements for Hazard Issues involving Service and Construction Procurements, and this appendix when making procurements involving lead.

4.0           Process Steps

4.1            Material and Equipment

·       Read and abide by the requirements provided in ES&H Manual Chapter ES&H Manual Chapter 6610 Appendix T2 Chemical Requisitioning and Receiving. 

4.2            Subcontracted Services

·       Read and abide by the requirements of ES&H Manual Chapter 3420 ES&H Aspects of Procurements.

·       Project specifications are to include:

o   Reference OSHA lead standards for construction (1926.62) or general industry (1910.1025) as appropriate for the project.

o   Accurately describe the nature of the work, and any other useful information, to ensure the adequate protection of everyone at Jefferson Lab. 

o   Require either a written activity hazard analysis or safety plan be submitted prior to work. To be considered adequate this plan shall include:

§  Lead-dust control or other special work methods

§  Job-site housekeeping processes

§  Industrial hygiene or medical Monitoring requirements
