Chapter 6240 Electronic Equipment - Construction and Modification Safety
Purpose
When it is necessary for Jefferson Lab to build or modify electronic equipment, including AC utilization equipment, it is done in compliance in accordance with "10 CFR 851 - Worker Safety and Health Program." This is achieved by assuring that final products meet the intent of applicable electrical safety standards and are maintained in a safe working condition. This chapter defines the practices used to achieve this goal.

Scope
This chapter and its associated appendices, applies to the construction and modification of electronic equipment at Jefferson Lab. Items that have not been altered, and are recognized by a Nationally Recognized Testing Laboratory-NRTL (e.g.: those that are UL listed), are not included within the scope of this document.

Equipment that is built in compliance with an appropriate industry standard is documented in accordance with department procedures. The guidelines in this chapter define minimum design considerations that reduce hazards and incorporate engineering safeguards.

T1 Electronic Equipment - Best Practices
Often Jefferson Lab has need of unusual electronic equipment which does not meet the standards and listing requirements set forth for industrial applications. In order to ensure that all such equipment is safe in accordance with Jefferson Lab's acceptable safety standards; best design and construction practices are provided within ES&H Manual Chapter 6240 Appendix T1 Electronic Equipment - Best Practices. These are to be reviewed and incorporated as applicable into department procedures.
Responsibilities:

Management authority may be delegated to a task qualified Jefferson Lab employee at the discretion of the responsible manager.

Supervisor/Technical Representative (TR)/Sponsor
  • Ensure that only qualified workers design or modify electronic equipment and the work is accomplished as specified in ES&H Manual Chapter 6230 Electronic Equipment Safe Work Program.
  • Ensure an appropriate level of review, construction, and modification is incorporated into the work plan.
  • Ensure inspection of final product.
Designers
  • Obtain appropriate authorization to design or modify equipment.
  • Comply with appropriate standards or guidance.
  • Reduce hazards by incorporating engineering safeguards, and reducing mode or class levels.
  • Create and maintain proper documentation of design in accordance with department procedures. For example:

    • Design analysis and calculations
    • Drawings
    • Schematics
    • Software
    • Pressure system procedures
    • Wiring diagrams
    • Safety Analysis
  • Schedule, perform, and document appropriate design reviews.
