- Formal written contract, generally short-term and specific
- Consultant certifies no intellectual property conflicts exist

Consulting by laboratory/facility personnel
Consultation provided to a private sector party by laboratory/facility personnel to further technology transfer
- Laboratory must approve of the laboratory/facility personnel consulting arrangement
- Conflict of interest must be avoided
