102.04 Laboratory Tours and Visits

  1. OFFICIAL VISITS

    Visits on Laboratory official business, including consultants and applicants, shall be arranged by the host Department or Division in accordance with prevailing JSA/JLab travel, procurement, and personnel policies. (See also the sections of this manual entitled Travel and Honorarium Policy for Invited Guests and Consultants, and Employment of Foreign Nationals.).

    1. Visits by Foreign Nationals

      JSA's contract with the Department of Energy requires approval by JSA of all visits to JLab by citizens of foreign countries. Visits by high-level foreign dignitaries require prior DOE approval.

      1. The Travel section of the Finance Department shall be informed of and shall handle approvals of all such visits.
      2. The host division or department shall provide the following information to the Travel Manager for each foreign visitor:
        1. Visitor's name
        2. Country of origin (citizenship)
        3. Position title (if known)
        4. Organization (university; company, etc.)
        5. Date(s) of visit
        6. The notation "This visit is to discuss open, published information," if applicable.

    2. Visitors from Communist-Controlled Countries

      If a visitor is a citizen of a communist-controlled country and the discussions will involve unpublished or proprietary information, then prior DOE approval is required. DOE Form IA-473, available from the Finance Travel Section, shall be completed and submitted to the Finance Travel Section, who shall forward it to DOE.

  2. GENERAL TOURS AND VISITS

    This section describes provisions for tours and visits to the Laboratory by individuals or groups for unofficial reasons. The Laboratory recognizes an obligation to certain educational, scientific, and technical groups for the dissemination and exchange of scientific and technical information. Therefore, the Laboratory hosts group and individual visits. The Public Affairs Office is responsible for coordinating, managing or assisting in the coordination of all group visits, except K-12 (see the section of this manual entitled Science Education).

    1. General Public Tours

      Tours for individuals and small groups are conducted by arrangement with the Public Affairs Office. Reservations are required. Cameras are welcome, and comfortable, flat-soled walking shoes and long pants are required.

    2. Organization Tours

      Tours for organizational groups are scheduled through the Public Affairs Office where group size and time are determined. The following types of groups can be accommodated:

      1. College and university science classes
      2. Community groups or local chapters of national convention groups of professional and technical societies with an interest in CEBAF.

    3. Distinguished Guests

      Arrangements to show distinguished guests through the Laboratory are usually made by the Director's Office or by senior members of the staff, assisted by the Director's Office staff.

    4. Employees Guests

      Employees are permitted to guide small groups of relatives or friends, preferably not over five or six, through the Laboratory, provided their visit will not interfere with the employee's or the Laboratory's work. These visits should be scheduled for a time when they are least likely to disturb the Laboratory operations.

      1. Safety policies shall be observed by the guests, and access to some area shall be limited due to existing hazards, or technical considerations, or safety considerations.
      2. When children are included in the group, the children shall be kept with the party and under strict control. Any child under the age of 18 cannot be admitted to radiation controlled areas.
