Administrative Manual - 201 General

201.01 General Policies and Responsibilities

  1. JSA's PERSONNEL POLICIES
    1. JSA's personnel policies, practices, and procedures are designed to establish a fair and equitable system for the administration of employee-related activities.
    2. All employees of JSA shall be informed of the fundamental principles and mutual rights and obligations comprising the employment relationship between JSA and its employees.
    3. Since JSA/JLab employees are employed "at will," nothing in this manual constitutes an employment contract of any sort nor are any employment contracts implied.
  2. PERSONNEL POLICY OVERSIGHT RESPONSIBILITIES
    1. The Lab Leadership reviews and approves changes in the Laboratory's personnel policies, employee benefit programs, and salary. The Leadership consists of the Director, Chief Science Officer, Chief Operating Officer, Associate Directors and Department Heads.
    2. Any employee may suggest a change in policy to the Human Resources (HR) Manager. Likewise, matters not covered by the Manual shall be brought to the attention of the Human Resources Director in order that a new policy may be considered.
    3. All changes and new policy additions to the Manual shall be coordinated with and distributed by the Human Resources Director. A general announcement of Policy changes to all employees shall not be made until after approval by the Leadership.
    4. Should any employee approach his/her supervisor with a question concerning a policy contained in the Manual, the supervisor shall, if able, provide an answer or seek assistance from Human Resources to answer the employee's inquiry. Matters involving the interpretation of the policy shall be referred to the Human Resources Director for resolution.
    5. As used in the Manual:
      1. The words "shall" or "will" are to be construed as mandatory and the word "may" as permissive;
      2. The words Laboratory or Facility indicate JLab and are sometimes used interchangeably with JSA.
      3. "JSA" refers to the JSA management of JLab as distinguished from JSA corporate management.
  3. POLICY PRACTICES AND EXPECTATIONS
    1. In its continuing effort to implement fair and effective personnel policies and practices, JSA pledges:
      1. To take all personnel actions on the basis of qualifications and with assurance of equal opportunity and treatment regardless of race, religion, color, gender, marital status, national origin, ancestry, disability, sexual orientation, status as a Vietnam-era veteran or, within the limits imposed by law, because of age or citizenship;
      2. To provide salaries and employee benefits that bear a fair and reasonable relationship to the work performed;
      3. To maintain safe and healthful working conditions;
      4. To provide appropriate training for those whose job-related needs warrant such training as identified by supervisors and managers;
      5. To welcome constructive suggestions which relate to methods, procedures, working conditions, and the nature of the work performed;
      6. To establish procedures for employees to discuss freely any matter of interest or concern with their immediate supervisors; and
      7. To permit each employee as much discretion and responsibility as is consistent with a well coordinated and effective operation
    2. JSA expects all employees:
      1. To the best of their abilities and skills, to give a productive day's work on their assigned tasks and responsibilities;
      2. To begin work on time;
      3. To demonstrate a considerate, friendly, and constructive attitude toward fellow employees and visitors; and
      4. To adhere to the policies adopted by the Laboratory
    3. JSA retains the right to exercise customary managerial functions, including:
      1. To assign, supervise, utilize corrective action, and separate employees;
      2. To determine and change starting and quitting times and shifts;
      3. To transfer employees within and among divisions and departments;
      4. To determine and change the size and qualifications of the work force;
      5. To establish and change its policies, practices, rules and regulations consistent with JSA's Contract with the DOE;
      6. To determine and change methods by which its operations are to be carried out; and
      7. To assign duties to employees in accordance with JSA's needs and requirements and to carry out all ordinary administrative functions.
  4. PERSONNEL
    1. Human Resources Director

It is the policy of JSA that the Human Resources Director is a staff or service officer responsible to the Chief Operating Officer for the Laboratory's human resources programs. The Human Resources Director acts as an advisor to top management by providing professional expertise in planning JSA's personnel policies, and provides staff assistance to supervisors and managers in carrying out these personnel policies.

    1. Responsibilities

As Head of the HR Department, The Human Resources Director is responsible for the following functions:

      1. Formulating general personnel policies;
      2. Developing and implementing all policies relating to affirmative action and equal employment
      3. Recruiting, interviewing, testing, and orienting new employees;
      4. Coordinating the selection, placement, transfer, promotion, and separation of employees;
      5. Administering wage and salary schedules and policies for exempt and nonexempt employees;
      6. Administering employee benefit plans and programs, and disclosing information concerning benefits to employees;
      7. Implementing corrective action and grievance procedures;
      8. Maintaining personnel records and evaluating personnel programs and policies;
      9. Presenting relevant information on behalf of the Laboratory in litigation before the courts and in formal complaints with federal and state agencies on personnel and affirmative action issues; and
      10. Providing training and education programs that are beneficial to both the Laboratory and the employees.
      11. Offering expert advisory immigration services and support to the Laboratory's international employees, students users and visitors.
