205.08 Employee Assistance Program (EAP)

  1. POLICY

JSA/JLab provides an employee assistance program that offers short-term counseling to help eligible staff and their dependents address job-related, personal, and family problems. The program is offered at no cost to employees.

  2. ELIGIBILITY

All employees, their spouses, family members who reside in the employee's household and dependents who are covered by the employee's health benefit plan (children who are college students) are eligible to utilize the EAP services. Eligibility begins upon employment.

  3. PROGRAM PROVISIONS
    1. The EAP is a confidential program. Professional services may be provided off-site, arranged at mutually established times. No information regarding use of the program will be released to anyone without the user's written consent, unless otherwise specified by state or federal law (when it is believed that harm may be done to self or others).
    2. The EAP service providers can be accessed optionally by the employee or dependents to problem solve around many situations including work stress, legal and financial problems, marital and family problems, emotional problems, addictive behaviors, drug and alcohol abuse, and job-related problems.
    3. The EAP program includes a component that provides comprehensive management support for managers and supervisors (management consultant component). Managers may directly request consultation, training, mediation services or crisis intervention and debriefing. Managers may also refer an employee to the EAP as a supervisory suggestion without compromising the employee's right to privacy.
    4. The EAP provides assessments and short-term counseling (on an average three sessions per issue) at no cost to eligible users. If the problem cannot be resolved with short-term counseling, and other treatment is indicated, the EAP provider may offer transition assistance to the most appropriate service for employee-paid services.
