206.02 Work Schedules

  1. POLICY

    It is the policy of JSA to schedule work in the most efficient and economical manner. Normally, employees work eight-hour work days and a total of 40 hours in a payroll week. However, due to the nature of its work, JSA may require some employees to work overtime. JSA also may require its employees to work nonstandard work schedules. The standard JSA work schedule shall consist of:

    1. One of the standard JSA shifts, which are:
      1. The day shift (8:00 a.m. to 5:00 p.m.), or
      2. The swing shift (4:00 p.m. to midnight), or
      3. The owl shift (midnight to 8:00 a.m.);
    2. The standard JSA workday, which is 8 hours in a payroll day; and
    3. The standard JSA workweek, which is 5 days in a payroll week.
  2. ESTABLISHING WORK SCHEDULES
    1. At the time of employment, transfer, promotion, or when a schedule change is dictated by operational necessity, the supervisor determines the employee's normal work schedule.
    2. In establishing a work schedule, the needs of JSA and the division shall be the determining factors.
    3. A work schedule established solely to accommodate an employee's needs shall not qualify the employee for shift differential, regardless of which hours are scheduled.
  3. NONSTANDARD WORK SCHEDULES
    1. When a supervisor establishes a long-term nonstandard work schedule for an employee, the supervisor shall report the schedule to Human Resources (Compensation and Benefits).
    2. For all eligible part-time employees, proration of benefits shall be based on their normal schedule, expressed as a percentage of a full-time schedule.
    3. Exempt, part-time, half-time or more employees shall be paid according to their normal work schedule (percentage of a full-time schedule). Exempt, part-time, less than half-time employees and all nonexempt, part-time employees shall be paid for each hour actually worked.
  4. LABORATORY-AUTHORIZED WORK AT HOME
    1. Under certain contingencies, such as a weather emergency or natural disaster, employees may be permitted to report to work late or not at all. The days/hours not worked are charted to a special project and guidance is provided by Payroll. However, there may be critical personnel who must continue to work that are deemed essential even if they cannot physically be at the Lab. Such personnel may be permitted to work from home (or another safe location) and charge time accordingly. Essential personnel are designated by the Emergency Management Team and approved by the Associate Director.
    2. The first priority of an employee recuperating from an illness or accident is to return to good health. However, if an employee's health-related impairment allows some work, but precludes onsite work, he/she may be permitted to perform JLab work at home, providing the following conditions are met:
      1. The employee's physician and JLab Medical Services approve the work plan and hours;
      2. The work is approved and monitored by the employee's supervisor;
      3. The work does not exceed four (4) hours per day if the employee is receiving short-term disability benefits. Limitations on hours worked while on long-term disability are specified in the Plan. (See the Benefits Office for details.)
      4. All requirements for nonexempt employees detailed in D.2. below are met.
    3. From time to time, a nonexempt employee may be asked to perform JLab work at home and may receive a computer and/or other equipment on loan from the Laboratory for this purpose. In such instances, the following requirements must be met:
      1. Any work done off JLab premises shall be monitored by the employee's supervisor;
      2. All hours worked shall be reported on the employee's timesheet, signed by the employee and the supervisor;
      3. Any hours worked over forty (40) per week shall be compensated as overtime hours.
    4. Unless an exempt employee has a health condition that causes so much impairment that he/she cannot work onsite, exempt employees shall not routinely work offsite as an alternative to working on site. Extra work outside the standard work week may be performed offsite or at home.
    5. Any employees requiring JLab equipment for work at home shall complete a JLab Personal Property Home Loan Agreement as described in the JLab Personal Property Management Manual.
  5. MEAL PERIODS
    1. Employees working the day shift generally shall be allowed a 60-minute meal period in approximately the middle of the shift.
    2. Due to the lack of facilities available during swing and owl shift hours, employees working those shifts normally will not have scheduled, 60-minute meal periods. However, if employees on those shifts are given full meal periods, shifts shall be lengthened to provide 8 hours of work time.
    3. Meal periods are not paid nor are they recorded on the employee's time sheet.
    4. Meal periods shall not be accumulated to make a longer time period.
    5. Meal periods, as far as possible, shall be scheduled with consideration for work load priorities and are at the discretion of management.
  6. ABSENCES

    An employee shall obtain approval in advance from his/her supervisor to be absent from work. If this is not practicable, the supervisor must be notified as early in the workday as possible. An employee absent for three consecutive workdays without notice, and absent significant extenuating circumstances, is considered to have abandoned his/her job and will be separated immediately.
