206.06 Lab Closures

General

Management may decide to close the Lab from time to time based on the calendar, weather, or local emergency situations. Applicable policies are described below that apply to the various situations.

This policy does not apply to ARC commercial or university tenants.

  1. HOLIDAY SHUTDOWN

    A holiday shutdown usually occurs at the Lab near the end of the calendar year. The number of shutdown days varies depending on where the national Christmas and New Year's holidays fall in any given year. JLab management may announce additional closures as required by business necessity.

    Associate Directors are to submit a list of those individuals who will be required to work during this period to Human Resources two days prior to the start of the holiday shutdown. The list will indicate as a minimum when, where and what the individual will be doing. The compiled list will be submitted to the Lab Director for final approval then forwarded to the Payroll Supervisor and Security Officer.

    It is understood that certain individuals may voluntarily decide to come to work during this holiday shutdown. Vacation and holiday time charging practices are outlined in the Human Resources Administrative Manual, Section 206.05 Holiday Pay and 207.02 Vacation Leave. For safety reasons, individuals who do choose to voluntarily come to work must notify Security at x5822 upon arrival and departure, and give their location at the lab.

  2. INCLEMENT WEATHER AND LOCAL EMERGENCY SITUATIONS

    Lab management may announce closure or modified operating hours due to a current or public emergency. Refer to Section 207.08.Other Paid Leave, Part D. Public Emergency Leave. In the event of a Lab Closure due to inclement weather during the work day, management will communicate this information in a timely fashion to allow employees to leave the premises and travel home safely. The decision to allow employees to remain at the Lab after a closure announcement will be at the discretion of the Director.

    During any period of Lab closure due to severe weather or other potential hazards on site or other emergencies, only "essential personnel" shall be permitted onsite. Essential personnel are those whose duties and responsibilities are necessary in carrying out critical operations or who have key knowledge, skills, or access to resources necessary to protect other people and/or Lab property.

    The designation of essential personnel is made by the respective department director or group leader, and the list should be reviewed at least quarterly to ensure accuracy. Note that essential designations may be different for different types of emergencies; more than one list may be appropriate. This designation shall be communicated directly to Human Resources and the Security Officer ahead of time. This essential personnel list shall be used by the Security Staff to allow access to the site during periods of closure. The designation as "essential" shall apply to staff, users, students, visitors, and subcontractors for the Lab.
