302.10 Nuclear Materials Control and Accountability

POLICY

  1. GENERAL

    Jefferson Lab is subject to DOE Order 470.4 and DOE Manual 470.4-6. Since laboratory operations require the use of reportable quantities "Other Nuclear Material," the lab must have a Nuclear Material Control and Accountability (NMC&A) program. Examples of "Other Nuclear Material" are: Deuterium (D² gas or liquid) used for experimental Targets; Americium 241 in the form of sealed Americium-Beryllium (Am-Be) neutron sources; and other radioactive sources used in calibration of instruments.

  2. REQUIREMENTS

    Jefferson Lab assigned custodians designated by the cognizant line manager, and approved by the Lab Director, shall control acquisition, use and safeguards of the assigned "Other Nuclear Material". The assigned Nuclear Materials Representative shall administer the Federal reportable quantities program and enter required data into the Nuclear Materials Management and Safeguards System (NMMSS), a national database for all nuclear materials under the jurisdiction of both DOE and the Nuclear Regulatory Commission.

  3. RESPONSIBILITIES

    Facilities & Logistics Manager - Oversees the Jefferson Lab Material Control and Accountability Program.

    Nuclear Materials Representative (Security & Services Manager) - Maintains the nuclear materials records; schedules custodial inventories and observes physical inventories; maintains inventory records and reports; coordinates data collection for higher HQ data calls,  maintains currency on DOE directives for NMC&A; and maintains currency on the requirements of the NMMSS system.

    Custodians - Individuals responsible for control of acquisition, use, inventory and safeguards of assigned "Other Nuclear Material".
