Update on 12 GeV Upgrade status - a message from Christoph Leemann
Dear Colleagues,
I want to update you on the developments of the 12 GeV Upgrade in the last few months. The project continues to make excellent progress thanks to a tremendous effort from all involved at the lab and in the user community.
The Independent Project ("Lehman") Review of the 12 GeV Upgrade project held at Jefferson Lab in June 2007 was a great success for our community. The base cost, schedule, and technical scope of the project was validated by the review committee, however concerns were raised about the escalation rate and the budget contingency level. The project team responded to these concerns in consultation with DOE-NP, and the project scope remains essentially as planned with the machine upgrade capable of delivering 12 GeV to the new Hall D with the GlueX detector, and delivering 11 GeV beam to Hall A, CLAS12 in Hall B, and the SHMS in Hall C.
The OECM External Independent Review (EIR) was held in September - the last formal review before the 12 GeV Upgrade is submitted for CD-2 approval. The result of the EIR, which focused on the details of cost and schedule, was also highly successful. There are four major recommendations which the project team and DOE are resolving regarding the definition of project completion, the number of milestones between CD-3 and CD-4, and the confidence level of the quantitative contingency estimates.
We are on schedule to receive CD-2 approval (i.e. definition and approval of technical, cost, and schedule baseline) before the end of calendar year 2007 and CD-3 approval in the fall of 2008, which will mark the formal start of construction.
