Scripts, executable and the SQL DB for the control

(Gaussian fit to the histogram #3102 of the SEB subdirectory of the monitoring histogram file).
• RF offsets paddle-by-paddle after LR time corrections - #27388 and #27484 . (Old #27388 with bad LR timing).
