3He Target Luminosity Scan

3 Verify that target logger is up and getting data.  
5 Take 250k statistics on helium and dummy with varying beam current and fan speed. For each run get about 1 min of data without beam for current calibration purposes. Record target pressure, PI9714, and differential pressure DP9701 for each run.
