201.02 Definitions

Appendix A - A negotiated addendum to Contract DE-AC05-84ER40105 between JSA and DOE. It contains the controlling provisions of the Contract pertaining to employment, hours of work, salaries and wages, overtime payments, leave privileges, benefits, retirement, for all employees of JSA/Jefferson Lab.

Business Day - Calendar days exclusive of Saturdays, Sundays, and JSA-observed holidays.

Casual Employee - An exempt or nonexempt employee hired to work on-call not to exceed 1000 hours in a year.  Employees in this category are not eligible for benefits.

Classification - The identification of positions in regard to: (a) kinds of duties performed and responsibilities; (b) level of duties performed; (c) requirements as to education, knowledge, experience and ability; and (d) ranges of pay.

Compensation - The standard rates of pay which have been established for the respective classes of work, as set forth in Appendix A of the JSA/DOE Contract. This term usually is used in a general sense to describe overall systems.

Compensation Increase Plan - The official schedule of pay assigning a pay rate range to each class title and arranged schematically by classification.

Consultant - An independent contractor who performs specialized professional personal services for JSA.

Continuous Service - Employment without interruption, except for absences on approved paid leaves, or in some instances, layoffs, and unpaid leaves.

Co-op:  a full-time student enrolled in an undergraduate degree curriculum who alternates academic terms with relevant, paid, full-time work experience at JSA.

Department or Group - An organizational unit including a line of work and a group of employees under the immediate charge of a group leader or department head. A Department or Group is an organizational sub-unit of a Division.

Dismissal - Any involuntary separation from JSA employment except a layoff.

Division - The highest level internal subdivision of the Laboratory.

Employee -Any individual who holds a JSA position and receives wages or salary from JSA.

Exempt Employee - An employee who is exempt from the overtime provision of the Fair Labor Standards Act (FLSA).

Full-Time Employee - An employee who is regularly scheduled to work a standard 40-hour work week.

Graduate Student Research Assistant (GSRA) - An individual who is enrolled in a graduate (usually doctoral) degree program performing research toward his/her degree while employed by JSA. GSRAs are exempt employees and are paid a monthly stipend equivalent to a university assistant stipend. GSRAs are not eligible for JSA's regular benefits plans or regular employment status.

Holiday Pay - Eight hours of straight time pay for a non-worked, JSA-observed holiday. Holiday pay hours count as time worked in calculating overtime for nonexempt employees.

Job Description - Describes a particular job position in terms of responsibilities and level of autonomy held, duties and supervision performed, supervision received, and skills, experience, and education required to perform job tasks.

Lateral Reclassification - An employee is assigned a classification with responsibilities and/or duties requiring a comparable degree of skill or judgment and having the same pay range.

Layoff - The release of an employee as a result of the abolition of the position due to lack of work, lack of funds, or organizational restructuring.

Merit Pay Increase (Annual) - An annual performance-based increase in compensation established in the compensation plan which may be granted to an employee by the respective Associate Director after satisfactory achievement of objectives.

Nonexempt Employee - An employee who is covered under and subject to the overtime provisions of the Fair Labor Standards Act (FLSA).

Non-salaried Employee - An employee who is paid on an hourly basis.

Overtime - Time worked by a nonexempt employee in excess of 40 hours in a payroll week.

Overtime Pay - Compensation paid to a nonexempt employee for overtime work performed in accordance with the Fair Labor Standards Act (FLSA). Nonexempt employees are paid at a rate of 1-1/2 times their regular straight time pay rate for all hours worked in excess of 40 in any payroll week.

Part-Time Employee - An individual who is scheduled to work less than 40 hours per week.

Pay Rate - A specific dollar amount, expressed as either an hourly rate, a pay period rate, or an annual rate.

Pay Rate Range - One or more specific pay rates assigned to a class of positions as the compensation for that class.

Payroll Week - A seven consecutive day period which encompasses a workweek and is used to determine overtime.  JSA's standard payroll week is Sunday midnight to Sunday midnight (Monday through Sunday).

Position - Any set of duties and responsibilities assigned to one individual.

Position Expansion/Upgrade - An employee is assigned a classification with greater responsibility and/or duties requiring increased skill or judgment with a higher pay range.

Position Erosion Demotion - An employee is assigned a classification with less responsibility and/or duties requiring less skill or judgment with a lower pay range.

Postdoctoral Employee - An exempt term employee completing postdoctoral research while at JSA. An individual in this category is eligible for benefits.

Probationary Period - The trial period of employment beginning with the date of hire and ending 12 months later.

Promotion - Assignment of an employee from one classification to another which has a higher pay rate range.

Qualifications - The minimum educational, experience and skills required for a position.

Regular Position - A planned position based on funding and need with no pre-planned ending date.

Regular Workday - The regularly scheduled number of hours, normally eight (8), an employee is required to work per payroll day, exclusive of meal time.

Regular Workweek - The number of days, normally five, an employee is regularly scheduled to work in any seven (7) day payroll week.

Salary - A base pay rate, usually expressed as an annual amount, which is exclusive of any premium pay.

Separation - Termination of JSA employment for any reason.

Shift Differential - Payment in addition to base pay to nonexempt employees who work certain off-hours shifts and certain exempt employees who work full or half-rotating shifts.

Straight Time Rate - Base pay rate plus any applicable shift differential.

Student Intern - An employee currently enrolled in a secondary, undergraduate, or graduate degree curriculum who is employed by JSA on a temporary basis.  Student interns are non-salaried, nonexempt employees and are not eligible for regular employment status or JSA regular benefit plans.

Supervisor - Any individual who has:

Suspension - An imposed leave without pay for disciplinary purposes or investigation of charges made against an employee.

Term Position - A planned position eligible for some or all of JSA's regular benefit plans, which is designed to exist for a specific period of time and is subject to possible renewal.

Transfer - Assignment of an employee from one position to another position without a change in classification or pay.

Vacancy - An unfilled position.
