208.08 Solicitation

  1. POLICY

    It is the policy of JSA to prohibit solicitation and distribution on its premises by non-employees. Additionally, employees may engage in solicitation and distribution only as outlined below.

  2. GENERAL
    1. Unrestricted solicitation on JSA premises:
      1. Interferes with the normal operations of the facility;
      2. Is detrimental to the efficiency of employees;
      3. Is annoying to guests and visitors; and
      4. Poses a threat to JSA security.
    2. Persons who are not employed by JSA are prohibited from:
      1. Soliciting funds or signatures;
      2. Conducting membership drives;
      3. Distributing literature or gifts;
      4. Offering to sell merchandise or services; or
      5. Engaging in any other solicitation or similar activity on JSA property.
    3. The United Way Campaign Fund is the only charity permitted to solicit contributions on JSA premises during its annual fund raising effort.
  3. EMPLOYEE SOLICITATION AND DISTRIBUTION OF LITERATURE
    1. Employees are permitted to engage in solicitations or distributions of literature for any group or organization, including charitable organizations, only in accordance with the following restrictions:
      1. The sale of merchandise is prohibited on JSA premises.
      2. Solicitation and distributions of literature are prohibited during the working time of either the employee making the solicitation or distributions, or the targeted employee(s). The term "working time" does not include an employee's authorized meal periods or time before the employee begins or after the employee has completed his/her scheduled shift.
      3. Distribution of literature is prohibited at all times in work areas.
      4. The distribution of literature in such a manner as to cause litter on JSA property is prohibited.
      5. Any solicitation or distribution of literature which interferes with the free and uninhibited access and egress of JSA employees, visitors, and guests to and from JSA buildings or premises is prohibited.
    2. Bulletin Boards
      1. All bulletin boards used by JSA to conduct its business are considered official bulletin boards and shall be used only to convey JSA's business-related information. Only the organizational unit responsible for a particular official bulletin board may post anything on it.
      2. JSA's various divisions, offices, and departments may establish unofficial bulletin boards.
        1. Employees may use these unofficial bulletin boards:
          1. To advertise the sale or availability for rent of personal property; or
          2. To solicit assistance with essential personal tasks which affect their ability to hold a job (commuting, child care, elder care, etc.).
        2. Employees shall not use unofficial bulletin boards to:
          1. Advertise for business (personal or otherwise);
          2. Post any solicitation notices or literature (other than those authorized in the preceding paragraph); or
          3. Post anything which might be considered offensive by a reasonable person.
