209.04 Manager-Supervisor Development Program

  1. GENERAL
    In recognition of the important role that supervision and management skills play in employees' performance, JSA provides a development program geared to managers and supervisors to provide and update these skills.
  2. STRUCTURE
    The MSDP consists of four parts, the last three of which are optional and may be taken in any order.
    1. All newly assigned supervisors and managers must acquire two basic skills within 12 months after assuming their new responsibilities. They are taught by two JLab courses, the first of which is "New Supervisor Orientation."  It covers the authority and responsibilities JSA assigns to supervisors (including managers) that are most helpful early on and gives them useful resources and links to help them manage their people effectively. This course is a prerequisite for all other MSDP programs. In addition, this course includes in-depth discussions with subject matter experts in the "Nuts & Bolts" of managerial policies and practices at the Lab. The other course, "Management from a JSA Perspective," describes how management skills support the successful completion of JSA's mission.
    2. The second portion of the program gives participants a broader perspective of management in general. It consists of a series of web-based courses produced for the CSC Learning Place; a learning portal built by a major commercial training provider for one of JSA's partners.
    3. Part three focuses on the individual and consists of a 360° assessment on a series of 36 skills that supervisors and managers need to be fully effective. These skills, based on those compiled by Lombardo and Eichinger in their Career Architect© Portfolio Sort Cards©, are grouped into seven competencies. Which skills are assessed is determined by consultation with the individual and his or her supervisor and reflects the level of supervision or management and the areas considered most critical for that particular individual's success. Composite results are invisible to the assessors and are used by HR to construct a tailored and targeted training plan for the individual being assessed.
    4. Part four focuses on Project Management. After successful completion of a combination of instructor-led and web-based courses, an individual may be considered "qualified" to manage JLab projects.
