Administrative Manual - 214 Information Resources

214.02 Publications

  1. POLICY

    The JLab Information Resources Office shall receive and distribute copies of all papers generated by JSA/JLab personnel and users.

    Publications intended for outside distribution shall be prepared, reviewed and cleared in accordance with the policies and procedures outlined in this manual in section 701 and 702 entitled Intellectual Property and Professional Papers respectively.

    Papers with a clearance for distribution shall be assigned an official JLab document number. Those intended for printing are given an official JLab cover.

  2. RESPONSIBILITY

    Publications and Records Manager:

    • Conducts a quality check of all publications before they are distributed.
    • Ensures proper clearance has taken place and tracks and archives publications.
    • Ensures appropriate distribution.
    • Meets regulatory obligations by ensuring submission to the DOE Office of Science and Technology.

    Divisions:

    • Review publications ensuring appropriate clearance.
    • Interact with the Publications and Records Manager regarding publication matters.
    • Ensure quality control and that the official JLab cover is used in the publication of the document.

    Authors:

    • Ensure all authors are properly credited on the publication in accordance with JSA's Code of Ethics and Standards of Conduct Policy.
      • In determining authorship, any author (or co-author) should meet one of the following criteria:
        1. Contributed significantly to the scientific and/or technical work being reported in the publication.
        2. Participated in drafting and/or revising the manuscript.
      • Submit all publications generated as a result of research conducted at JLab for division review.
      • Interact with Publications and Records manager regarding publications to ensure publications are approved and filed according to Laboratory policies and procedures.
  3. POLICY AND PROCEDURES

    E-Prints and Reports

    Authors shall follow the procedure outlined in the Professional Papers section 701 of this manual.

    To receive an official JLab document number authors shall present a completed Professional Paper Clearance form and an original copy of the publication manuscript.

    Technical Notes

    Call the Publications and Records Manager when a Technical Note is ready for distribution, and request a Technical Note number.

    Send a copy of the Technical Note (MS-1B) for the master file. Technical Notes will not be included in the final listings or the on-line catalog until the Information Resources Office receives a copy.
