301.02 Facility Security (Property Protection)

  1. POLICY
    1. It is the policy of Jefferson Lab to provide a safe working environment for employees, guests, and visitors, and to protect property at Jefferson Lab at all times.
    2. Private property of employees, guests or visitors is the responsibility of the owner. Individuals who bring private property to the site are expected to make every effort to safeguard it appropriately.
  2. RESPONSIBILITIES

    The Security Officer is responsible for establishing a facility property protection/security program based on a written plan, preparing security documents and reports as required, and monitoring and evaluating Jefferson Lab's Security Guard Services Subcontract on an ongoing basis.

  3. SECURITY GUARD SERVICES

    All Security Guards are certified by the Commonwealth of Virginia and trained in First Aid/CPR, ODH, radiation worker, Environmental, Health & Safety and fire safety.

  4. AFTER HOURS
    1. General

      Laboratory and other approved personnel are required to check in and check out either in person or by phone at the nearest guard post (Exhibit 301.02-2) between the hours of 7:00 p.m. and 6:00 a.m. daily, and 24 hours on weekends and holidays. Personnel who are within the Laboratory prior to 7:00 p.m. should notify the nearest guard post of their presence, either in person or by phone, and should check out with the guard when departing.

    2. Non-Employee Access Procedure

      To authorize access to the Laboratory after hours by non-employees (vendors, visitors, subcontractors, etc.), authorized Jefferson Lab employees are required to enter the following information into the Central Information System (CIS) for each person: name, company, and approximate arrival and departure times.

      Staff not familiar with CIS may contact their respective administrative support staff for information and instructions on how the CIS system is utilized.

  5. ACCELERATOR SITE ACCESS
    1. Gate House (Building 60)
      1. Access Control

        The use of a Jefferson Lab ID badge with current radiation stripe, or a Laboratory Limited Assess badge, or a picture ID and a current Radiation Training data card is required to access the accelerator site at the Gate House (Post #2). This access control applies to all Jefferson Lab staff, guests, students, vehicle drivers, subcontractors, bike riders, pedestrians, etc.

      2. Visitor Assistance
        1. Any vendor, subcontractor, visitor, or others unfamiliar with our system who require access to the accelerator site and are not on the CIS will be assisted by the guard at the Gate House. Guards make every attempt to: a) ease personnel entry to the site, b) contact the Jefferson Lab sponsor, c) contact the staff requesting a service, or d) contact the sponsoring division. The Jefferson Lab Security Officer will be notified if no contact can be made and will make every effort to accommodate personnel with an identified need to enter the accelerator site.
        2. Many vendors and subcontractors require access to the accelerator site on a recurring basis. These organizations may be entered into the CIS as individuals to ease their entry.
    2. Canon Boulevard Gate (Gate #2)
      1. Access Control

        This gate is accessible only to those personnel who possess a Jefferson Lab ID badge with current radiation stripe, Laboratory Limited Access badge or a picture I.D. and a current Radiation Training data card. All other personnel are directed to the Gate House.

      2. Hours

        The Canon Gate is open as follows:

        Monday through Friday, except Holidays

        6:30 a.m. to 8:30 a.m. and 4:30 p.m. to 6:15 p.m.

    3. Key Control

      Keys are issued to Laboratory personnel who require periodic access to particular Jefferson Lab building(s) or room(s). Approval for the issuance of a key comes from the employee's Division or supervisor and is forwarded to the Jefferson Lab Security Officer via a Service Work Request. Issuance of keys to other than full-time Jefferson Lab personnel must first be approved by their Division and then cleared with the Security Officer. All keys may be picked up from the Plant Engineering Department (Building 28) and signed for.

      Upon termination, Laboratory Staff are required to return all keys assigned to them as instructed by the Human Resources and Services outprocessing procedures.
