302.05 Acquisition of Excess Property from DOE and Other Government Agencies

  1. GENERAL
    1. Plant Services will assist with the acquisition of government excess property. Excess equipment lists may be accessed by contacting the CEBAF Property Officer.
    2. Individuals who identify an item on excess equipment lists which may be utilized at the Laboratory should determine the quality and effectiveness of that item prior to acquisition, including the risk and cost should the item fail to work, the condition of the item, its capabilities, any repairs needed, and suitability for the specific use of the item at the Laboratory.
  2. TRAVEL TO INSPECT EXCESS PROPERTY

    When telephone calls and/or correspondence are insufficient to determine the suitability of an item for Laboratory use, and cost of acquisition or potential liability of possession is large, travel is recommended to inspect the item. The traveler should be technically capable of evaluating the capabilities and potential usefulness of the item. Plant Services will assist and/or advise users in transporting the items to the Laboratory.

  3. DOCUMENTATION AND ORDERING
    1. When justified by the acquisition cost or potential liability of possession, available technical documentation, such as a history of previous repairs, parts lists, owner's manuals, calibration records, blueprints, and schematics from prior owners and the manufacturer, should be obtained and reviewed prior to acquisition of an excess property item. A pedigree for the item in question should be established and documented through records review, inspection, tests, and repair/replacement schedules and records.
    2. To order an excess property item, GSA Standard Form 122, Transfer Order Excess Personal Property (copies available from Plant Services) and Disposal/Inspection of Excess Items (Exhibit 302.04-6) are to be completed by the custodian and forwarded to Plant Services.
    3. Upon receipt of all property, the verifies acceptability by completing the QA section of the Disposal/Inspection of Excess Items form.
