Baseline Needs Assessment

 

1.0           Purpose

By written agreement, the City of Newport News Fire Department (NNFD) provides Jefferson Lab with emergency services consisting of professional fire fighting, hazardous materials, and emergency medical services. A Baseline Needs Assessment (BNA) is conducted to establish the fire fighting capabilities needed to provide:

·       effective response to suppress all fires

·       emergency medical and hazardous materials response capabilities  

·       staffing, apparatus, facilities, equipment, training, pre-plans, offsite assistance, and procedures

 

This chapter is written to comply with Department of Energy (DOE) Order 420.1C and standards described in ES&H Manual Chapter 2410 Hazard Issue and Contractual Commitments.

2.0           Scope

This document provides guidelines on how to conduct and maintain a BNA. Additional information regarding requirements is described in DOE IG 420.1-3. Consult the Baseline Needs Assessment: Thomas Jefferson National Accelerator Facility to review findings and suggested improvements.

3.0           Responsibilities

Note:    Management authority may be delegated to a task-qualified TJNAF employee at the discretion of the responsible manager.

Fire Marshal:  may use subcontracted professional engineering services to accomplish and update FHAs according to DOE IG 420.1-3.

4.0           Expectations

4.1           Baseline Needs Assessments

·       Identify relevant codes and standards.

·       Are updated at least every three years or whenever a significant new hazard is introduced that is not covered by the current BNA.

4.2           Topics of consideration, which are more thoroughly described in DOE Standard 1066-2016 Fire Protection, include:

·       Organizational responsibilities, collateral duties, facility hazards, and personnel levels

·       Programs that support firefighting and emergency personnel, including training, physical fitness, and medical programs

·       Response time requirements

·       Required number of trained firefighters

·       Site-specific training and site familiarization

·       Site-specific response requirements, including hazardous material response, heavy rescue, rough terrain rescue, chemical or large flammable liquid spills, and wildland fire response

·       Required apparatus and equipment

5.0           Process Steps (Appendix)

Update BNA

5.1           Review most-recent BNA to determine if any topics of consideration were inadequately covered.

5.2           Notify the AHJ, NNFD, safety, and medical service representatives of Jefferson Lab that the BNA is being updated.

Coordinate investigative activities such as document reviews, interviews with knowledgeable and responsible personnel, and facility tours of both Jefferson Lab and NNFD.  

5.3           Evaluate credible threats to Jefferson Lab from fires, medical emergencies, hazardous material incidents, rescue situations and other hazards. 

5.3.1       Consider emergency service assets beyond the most proximate fire station (Station 6), including other NNFD stations, capabilities that are available through mutual aid agreement and supplementary capabilities provided by Jefferson Lab (information, trained personnel, firefighting equipment, emergency response, hazardous material spill containment, medical supplies, etc.). 

5.3.2       Answer the following questions in a draft report.

-      What is required in the form of an emergency services capability?

-      What does the local fire department have to address this requirement?

-      What does the site have to address / facilitate meeting this requirement?

-      Is the local fire department capability adequate?

-      What is the justification for the response to the previous question?

-      Is the site capability (if any) adequate?

-      What is the justification for the response to the previous question?

-      What can be done to address inadequacies and improve the capability of the local fire department and/or the site capability?

5.4           Document insufficient capabilities found on and off site in the draft report.

·       Formulate “Opportunities for Improvement” that offer alternative (yet equivalent) solutions to achieve literal conformance with the governing criteria.

·       Track corrective actions using the Jefferson Lab Independent Assessment Procedure.

5.5           Send the draft report to the DOE Thomas Jefferson Site Office (TJSO) for informal review.

·       Allow four weeks for comments.

·       Incorporate comments as needed.

5.6           Send the final report to the TJSO Manager for approval.
