ES&H Manual
Chapter 2410 Jefferson Lab's Hazard Issues
Purpose
Jefferson Lab uses established standards and practices to address identified hazard issues relevant to current operations. These include:
  • Applicable laws and regulations,
  • Consensus standards and industry practices,
  • Department of Energy (DOE) directives explicitly cited in the DOE/Jefferson Science Associates, LLC (JSA) contract, and
  • Programs, processes, and procedures in the ES&H Manual.

Scope
Hazard issues relevant to activities at Jefferson Lab are listed in ES&H Manual Chapter 2410 Appendix T1 Hazard Issues List. This list identifies issues; the appropriate Subject Matter Expert (SME); applicable laws, regulations, DOE Orders, Directives, Contract Clauses, and other references; and denotes the documents used to communicate procedure(s) for implementation.

The Hazard Issue List is reviewed by SME's and Division Safety Officers. Updates are performed in accordance with ES&H Manual Chapter 2410 Appendix T2 Hazard Issues Update Procedure.

  • Identification of federal, state, local, and contractual requirements (hereafter known as "regulations") associated with hazard issues at Jefferson Lab is of utmost importance. ES&H Manual Chapter 2410 Appendix T2 Hazard Issues Update Procedure describes the process used to identify hazard issues and maintain the procedures within this manual to comply with relevant regulations and best practices.
Changes to Contract Requirements
Changes to Laws, Regulations and Consensus Standards
  • Those who become aware of requirements changes inform the Environmental, Safety and Health (ES&H) Director.
  • ES&H Manual Technical Point-of-Contacts regularly review regulations and modify manual content as required.

Note: Management authority may be delegated at the discretion of the responsible manager.

  • Approves changes to the Hazard Issues List
  • Assigns SME authority to a qualified laboratory staff member
  • Notifies ES&H Manual Editor of requirement changes
ES&H Manual Editor
  • Notifies ES&H Manual Technical Point-of-Contact(s) of changes to standards related to their chapter/appendices.
